これが、日本が潜水艦を16年で退役させ、NASAがコンストラクターをなかなか入れ替えない理由(の1つ)。

日本は16隻の潜水艦を保有していて、毎年一隻が退役し、新たに一隻が就航する。１隻の建造には2年かかり三菱と川崎が交代で担当している。つまり、日本では2社のコンストラクターが常に潜水艦を作り続けていて、そのための人員と施設が常に可動状態にある。

NASAはスペースシャトルが完成したときに、もう必要ないと判断して既存のロケットの生産ラインを閉じてしまった。数年後チャレンジャーが爆発。大慌てでラインを再開させようとしたけれど、作り方を知っているエンジニアがいなくなっていた。結局、引退したエンジニアまで引っ張り出してようやくラインを再開。以来、NASAではリストラの話が出るたびに、技術をいかに維持するかが問題になり、コンストラクターを入れ替えようという話は毎回流れる。

技術力を維持する唯一の方法は、それを使い続けることだ。その重要さは失われたときに初めて分かる。

伊勢神宮の遷宮と同じ理屈だ
